Konjunktiv I marks reported information without endorsing it: Die Ministerin erklärte, die Reform sei notwendig. If a Konjunktiv I form is identical to the indicative, Konjunktiv II commonly preserves distance: Sie sagten, sie hätten keine Kenntnis davon.
Tense relations are expressed through habe/sei + Partizip II for anteriority and werde + Infinitiv for future reference. In sophisticated texts, reporting verbs and source attribution determine how strongly the writer distances themself from a claim.
